Judges acquit Salvini: “NGOs should go to their own country”

The responsibility for assigning a “safe haven” to ships carrying refugees rescued at sea lies with the “First-Contact Country”, which is not always easy to identify. However, if we wish to follow “literally” the indications that can be drawn from Conventions and agreements, “the first-contact state may only be considered that of the ship that provided for the rescue”; so if a boat that has picked up castaways is flying the German flag, it should turn to Germany to ask for permission to dock.
